Networked Application - Mapped Drive - Desktop Icon - No/Slow Menu from Icon

Windows XP on a small LAN.
Running an app residing on one computer from another computer.
Everything has been set up and working for a long time.
The C: drive on the "server" computer is shared.
A subdirectory on that C: drive is mapped Z: on the "client" computer.
An icon for an .exe file in Z: is on the desktop.
Normal operation is to click on the icon to start the app.
Suddenly the "client" computer is acting flaky.  
Hardware tests reveal nothing.  
Network tests reveal nothing.  Yet, this is what's happening:
When we right click on the app icon, the hourglass comes up and we almost never see the normal menu.
When we double click on the app icon, the app does open eventually - maybe even normally.
Not getting the menus with a right click doesn't help in troubleshooting.....
Why would this happen and how to fix?
Firewalls were turned off for testing with no change.  Yet, as above, it does seem to continue to work - if strangely.
