Can anybody help me with 2 questions?
1) How do I create a Vista re installation and repair disk. I am running a Vista OS.
2) Can I use the disk I have created to repair other machines with damaged Vista operating systems?

Since pc manufacturers are too cheap to include OS installation CDs/DVDs with their machines any more, you either have to go through a process of creating them yourself in some way or purchase them on-line from the pc manufacturer. And it varies with the pc manufacturer whether or not and if so where the option is available. For instance, on some Acer laptops there is something called the Acer EManager which will create the recovery disks. And often these recovery disks will NOT be OS installation disks, but instead will recover your system back to the way it was when you bought it, ignoring all personalization changes and new programs you've done since then.

Too many computer manufacturers don't furnish a Vista installation DVD with their pcs that are pre-installed with Vista. Often they only have a hidden recovery partition that you can access to take back your pc to its original factory installation state! (Thus you lose your data and all installed applications, setting changes, etc.)
If you don't have an installation DVD, then you cannot reinstall Vista without using this recovery partition, and you cannot access the new Vista Recovery Environment, which is what corresponds to XP's Recovery Console. So, if you don't have a Vista installation DVD, what do you do in order to access the Vista Recovery Environment, at least? You go to this site and download the makings for a recovery disk:
