I've experienced this several times. Enough to know that I can fix it temporarily by opening the Win2008 On-Screen keyboard (weird, I know). The issue is that just during normal usage of my 2008 box, which I use as my main computer on my work domain, I will be typing and press a key (it can be different keys at times) and rather than inputing the letter or number it will open a random window or program. For example, I can be typing an email or working in excel and suddenly it will go haywire and open the "Run" box. It also occassionally takes me back to just my desktop and will minimize all the windows I had opened. It's really random and it occurs with other keyboards and with/without the Microsoft keyboard software.
My 2008 box is fully updated and clean. No malware to my knowledge. I scanned it yesterday. Again it is interesting that I can fix it by starting the On-screen keyboard and immediately closing. I have no way of knowing when this is going to occur.
