Technically XPe is (or can be) exactly the same as XP. It's just that manufacturers create customised builds of XPe to suit the hardware it's being fitted into.
It generally has the full Windows API, but certain modules might have been removed, for example to VB runtime library. So if this was the case, you couldn't deploy VB scripts. In addition all unecessary drivers are removed.
So really it depends on the exact version of XPe you have as they are all custom built.
This I assume is why you won't find a standard document on this. Apart from that, though, the 'core' of XPe is the same as a full version.

You can filter by OS, not sure if it gets as granular as XPe vs XP. I'll let you know if I find anything else.
