You might be able to remove it by running the Ad-Aware utility (www.lavasoft.de). Install it and choose all scanning options, then run the scan process and clean out anything it finds. Hopefully the thing will be removed.
One way to prevent users from installing things like this would be to set Security within Internet Explorer to High; if I'm not mistaken this prevents any such toolbars / controls from being installed.
