LSASS.exe Application Error

I recieve this message when Windows XP boots up:

LSASS.exe application error. The application failed to initialize properly [0xc0000006]. Click OK to terminate.

I click OK, but it just sits at a black screen. I tried running Last Known Good, but the error still comes up and I can't do anything. I also try all the safe modes with the same result.

I'm pretty sure I don't need the LSASS.exe as it's a NETLOGON service and my PC is standalone. Can anyone tell me how to disable this service on startup, or fix this problem (maybe through recovery console)?
