You can use FDisk to partition the drives first, as per your requirement. Then try clean-install.

Refer to the FDisk Radified guide:

your PC needs to be able to boot CD as set in Bios. Start up and press (AnyKey on mine) to boot with CD. If it hangs up with error message about "The BIOS in this computer is not fully ACPI compliant" you can reboot and when you see message at bottom about pressing F6 to install Third Party SCSI or Raid drivers press [F7] instead and it will bypass the ACPI error. Once installed I use one of the other tweaks to enable NT Apm/Legacy Support and it shuts down properly.
You then come to screen to Setup XP now press [Enter]. Next is EULA agreement just press [F8] and Then Screen to install or repair. Press [ESC] to Install. It then comes to Partition screen and should have the C: drive highlighted. You press [D] to delete the partition, then next screen press [L] to confirm delete.
Then when back to the partition screen C: drive with unpartitioned space should be highlighted, if not choose it to format and install. To setup on that partition press [Enter]. Now the choose file system screen comes up. Choose the Format the partition using the NTFS file system. Make sure you choose Full NTFS format. Thats it it'll FDISK, FORMAT and INSTALL. Takes awhile to do it this way and you have to tell it answers to some things along the way.
Thats off my page here and it works for Pro also.

Other good stuff there about install.
Please don't follow the advice here about using FDISK/FORMAT from the old MSDOS/Win9x world.
If you want a clean install of XP, BOOT the XP CDROM into the XP installer. Delete any existing disk partitions there and create a new one. Tell it for format with NTFS and you'll end up with a pure XP environment free of WinME and MSDOS baggage.
hi since u want 2 install XP frm scratch...i wud advice formatting ur hdd and den partitioning it again. dis will make ur HDD as good as new. u can use softwares like "Partition Magic" to do dis very easily.
Then i wud not advice installing XP directly as i tried ut before as it was nt very stable also. So u can install 98 SE, ME, 2000 and then upgrade it to XP. XP will work excellent when u upgrade and its 100 % stable.
If u have or can get the XP Service Pack 1 install that also. it will make ur system slightly fast. my own experience!
Actually jhance I did have to do the Fdisk/mbr once with a XP installation before I could install/re-install.
They are still viable options although the CD is best method. It almost disappeared in ME but looky here, XP has a very wicked MSDos giving you a whole new world.
But with VER you get: Microsoft Windows XP [Version 5.1.2600]
just type cmd at RUN and then type NET START
Thats all the services running on your PC , I see 24 since I've disabled most. Actually about 76 and up is default
As they said above, the only reason you would use fdisk with windows xp, is if you're going to dual boot your computer.
Basically all you have to do is to boot to the windows xp cd or use windows xp setup boot disks, choose to do a clean install. Then delete your existing partitions, and create the set you want for windows xp, and format them. If you're not planning on using any legacy applications or games, format them with NTFS.
If you can't boot from the cd, you can get a program that will create setup boot disks from microsoft's web page:
