POP-UPS & more pop-ups.....constantly

OK experts - Boy have I got a hot topic to ask about. POP-UPS! I'm on cable internet. I constantly have POP-UPS on and off of the internet that are driving me crazy. I bought two seperate programs to try to beat these things and it seems that the progrms I bought only cause me more grief by causing yet other problems such as "page load errors", etc. I have tried "ZEROADS" and "POP-UP DEFENDER". Both don't seem to do the job and as I said cause yet other problems. But what really is getting me down are the constant pop-up ads that come up on my screen even while my browser is closed.......Do I maybe has adware or spyware doing this as well? So my question is how do I once and for all stop all the pop-ups and the ads that come up when I'm not on (possibly indicating some adware or the such)? I have got to stop these problems.....
