Windows XP slow to run; CPU Usage always very high, despite few processes running!

Can somebody please help! I am a computer novice having a nightmare!

I have rebooted my pc 3 times using the reboot cd provided by Time Computers, and yet still Windows XP is running very slowly. I have had the computer for 1 year, and first noticed applications running very slowly / choppy about 6 months ago.

Despite rebooting, my CPU usage is always above 60% despite no applications running, and very few processes (less than 30). The problem is most notable when I try to play an Audio CD, or watch a DVD. The picture / sound is very distorted, and if I'm connected to the internet (via AOL V.8) it will automatically disconnect. CPU Usage is then 100% constantly.

I have removed and reinstalled all my software, but am yet to solve the problem.

My system is as follows:
Time Computer, 1.67 GHz, 480 mb RAM, AMD Athlon XP 2000+
Windows XP Home Edition Version 2002

Is there a solution to my dilemma. I feel that I am battering my poor old pc to death!
