I've found the answer. Here's it is:

Solution: Error "Windows could not start because the following file is missing or corrupt: HAL.DLL. Please re-install a copy of the above file."
Cause 1: This error can be caused if the BOOT.INI does not point to the correct location of the Windows directory after changes have been made to the hard disk (such as creating a new partition or copying a partition to a new location).
Fix 1: For instructions on fixing this problem, see Article ID Q330184 on Microsoft's online Knowledge Base. PowerQuest also provides a utility called CHKBTINI.EXE that fixes the Windows directory pointer in the BOOT.INI.

Forrist,
can you restore all partitions that were there before ? It is a matter of sequence, DI needs to know where to place the saved backup. If you delete partitions after a backup, without having backed up ALL partitions, you will likely have a good backup, but you won't be able to restore it to it's proper place. You may want to talk to PowerQuest Support for any helpful ideas.
