Tray Icons for Multiple Desktops

I have code (C++) that runs as a service on Windows XP and it uses the
tray icon for allowing users to interact with it.  It works great when
only one user is logged in, but the tray icon does not seem to work
properly when two users are logged in (Windows XP supports switching
between users while each user keeps their own desktop).  Only one
user seems to keep the tray icon and the other user has no interface
for the service.

Are there really multiple desktops with tray icons at the same time?
Do I need to do my tray icon functions on each desktop separately?
How does my code select which desktop's tray icon it is trying
to work with (remember that my code runs as a service)?
