Win XP Problem when shutting down - start up programs

When I shut down my computer I get the message box "Ending Program...Please Wait" with the blue progress bar and the "End Now" button. If I let the progress bar go all the way Windows says "program not responding....". Now this happens about 15 times (15 programs) before Windows finally shuts down. I have figured out it was some of my start up items that windows was trying to shut down so I got rid of about five of them just in case. So now it only happens 10 times before shut down. I don't want to disable all my start up items, besides this problem shouldn't be happening in the first place. I did a few virus scans and came up clean. If anyone has any suggestions please help.
