what happens if you use a telephone and call that number ? can you talk to that voice or it is kind of automated message
you need to ask your ISP cos it doesnot seem there is no problem on your side. one more think you can do is reinstall the modem and check if that would solve the issue. I am sure there could be alternate numbers your ISP has that you can try

hmmmmmmmm well im not sure that what EXACTLY is creating this,,, but if its neither the ISP and nor the Modem, then what else can be :-\
Can u try this,,, just disable all Startup applications in msconfig and then check after rebooting, if u don't face the problem now, then that means there was some background application which was causing this, and u just need to trace it out !!!!!
Problem sorted. This is one for the book. The telephone provider (telefonica spain) has an answering service that subscribers can access using the star and hash keys on the handset. It turns out the handshake tones of the modem triggered the answering service. So i just disable the service and all is fine. Thanks for all your help guys
