I have heard of some serious issues so far with the Intel Speedstep App that comes on Inspiron XXXX's /any model number Inspiron from DELL. Now, I wouldn't jump to conclusions, and I am a HUGE fan of DELL's...but...Since I have one, and this happened to me, I know it's The Real Deal...My Processor speed before installing SP2 was at 3.06 GHz...After installing XP SP2 on CORPORATE version of Dell's "OEM Windows XP Corporate," My PROCESSOR SPEED WAS REDUCED TO 562 MHz. I could not figure out what was wrong, and also noticed that my System Tray Icon for power was a battery, as if my power cord was not plugged in. I checked all the power adapters, replaced my brick with a new one, and checked the power strip...all good. Plugged in another laptop to it, it charged fine...SO. My Solution, as is the same solution with everyone else who is having the same issue, is to ROLL BACK the processor driver to a version that is previous to your install of SP2. It sucks, but you gotta do it...until DELL Acknowledges the issue and works with Microsoft on fixing it.

Right Click "My Computer" > click "Manage"
Select "Device Manager" from the window to the left
Go down to "Processors" in the right window
Highight your Processor (e.g. mine is "Mobile Intel(R) Pentium 4 CPU 3.06GHz) right click and go to "Properties"
Select the "Driver" tab at the top (to view details and find out if you have the SP2 processor driver installed click "Driver Details")
Select "Roll Back Driver" and answer "yes/ok" and then reboot...Your speed should be back to NORMAL.
