Blocking Web Sites

Greetings Experts,

I have a problem. Where I work has a Win 2003 Server Edition DC controlling 7 Win XpPro workstations. All is good except for one dept. with one workstation. The employee's of that dept. continually go on the internet because they think they have nothing better to do(like actually doing work?!!)
Anyway, internet access is required in that dept. Fine. But, the employee's often go to sites such as gaming sites and screen saver sites which plug the system with adware/spyware. Sure, I have installed Adaware and Spysweeper, but I am a little tired of dealing the occassional spoof-ware that I have to take my time to deal with because of these employee's internet activities.
They need access to only 4 internet sites for legitimate business purposes.
Can I configure XpPro to allow only those 4 sites? I know that there are second-party programs, such as ContentWatch, which can do that, but can this be done without that, using the built-in capabilities of XP, or maybe a free program? Or am I stuck with the commercial option.
