Problem using a Windows 2000 boot disk to Access password protected Windows XP

Hello everyone,
Here is what Im trying to do. I bought a cheap computer for almost nothing. Its running XP home edition but its password protected.
I know I can run a Lost Password XP recovery disk and reconfigure password settings but before I do Im experimenting with a process I learned about from the internet.

Supposedly you can use the recovery counsel from a windows 2000 boot up disk to access the registry and make changes.
I was successful to a certain point.
Im trying to edit my host file.
In normal operations I go to windows/system32/drivers/etc and then type edit hosts to modify the file, in this process I can get all the way to windows/system32/drivers/etc but can not go to the next step.

If I type in edit hosts, or hosts or any combination of the two is simple will not take me to the blue screen I would normally see if I were in dos or windows.

This is the file Im trying to access using this method.
But this is as far as I can get.
