First of all have a look in the Task Manager processes and check what are the applications running that can possibly cause this issue.... try turning them off and then check.... !!
or better do it like this, Goto Start>Run>msconfig>Startup
now goto Services section, and tick Hide Microsoft Services
and now untick all those third party services
restart and now check if the same problem ??
if NO then u can re-enable each application\service at a time to trace out the culprit one !!
And if Yes then Second quick fix is to uninstall the sound card from Device manager, restart and reinstall the drivers.... it should set all the options and settings back to default again :)
