Loading an internet page sometimes stops

Sometimes when clicking on a link on an internet page, it will pause after 2-3seconds of loading. i am using a dial-up connection usually connected at 31.2kps or 54.6kps but after 2-3 seconds of loading, that page would sometimes stop and that includes pages of my hotmail account and google search results. When i click on my internet status icon, the one placed at bottom right corner of the screen, the amount of bytes sent per second is like 20 and when i refresh the page the speed goes back to 3000-7000 bytes per second and when it loads like for 2-3 seconds it drops back to 20.

I also did not run any other programs in the background which conflicts with the connection and i also didnot download other files at the same time. Are they any settings i should make to solve this problem or can you please suggest some solutions, thank you very much.
