Problem after upgrade to Service Pack 2

I have developed a web page called test.html and is located in the web server www.mydomain.com. The test.html will read a local HTML file.

Here is the HTML content (test.html):

<head></head>
<frameset rows="92%, 8%">
   <frame src="file:///C:\temp\aaa.html" />
   <frame src="http://www.google.com.hk" />
</frameset>
</html>

For the local HTML file (aaa.html), inside the body tag, I use the <object> to play a MPEG video and the video is also stored in the local computer's hard disk.

In before, everythings are fine. That is, when I type http://www.mydomain.com/test.html, the local HTML file which play a MPEG video is shown on the top frame while the google web site is shown on the bottom frame. However, when I upgraded the Internet Explorer to Service Pack 2, error occurs. This time, when I type http://www.mydomain.com/test.html, the top frame can't be shown. It becomes "white" instead. It seems that after I upgrade to Service Pack 2, the local HTML file can't be read.

Therefore I would like to ask why this happen and how to solve this problem. Is there any IE setting to allow this? If no, is there any alternative approach to achieve the same result.
