Here's something that might work:

You can configure this free add-on to automatically empty the Recycle Bin at shutdown (not startup, but it's six of one, half-dozen of the other).

I have not used this tool at all, I just found it actually - no warranties.  :)

I don't know whether this program, which on the page below where you see it says it works on Win95 and Win98, will also work on WinXP, but you can try it, since it is a free download:
