Cannot install patch, - forbidden by system policy

Hi,

I have Windows XP Professional. I am an administrator of my computer. By some reason I cannot install patch anymore. A while ago I had no problems.
When I try to do that I get the next:
The installation is forbidden by system policy. Contact your system administrator. C:\DOCUME~1\OWNER\LOCALS~1\TEMP\...

Why does the Windows Installer trying to install first into my "documents" directory?

If you have attempted to install this patch more than once, then you may have currupt attempt installs in the temp folder, delete anything in the temp folder following the path you wrote above, and also empty the C:\windows temp folder and if you have a temp folder in C:\ then delete whats in there.

Now try to install the patch.

Thank you for your fast responce. Your suggestion looks very reasonable to me, however, I removed all the files from c:\windows\temp and C:\...\LOCALS~1\TEMP\.. and I still getting the same error.
I've notice that in both directories after restart appears the file VxUpgr.exe with 0 Kb length no matter did I try to install anything.

hmmm.. there seems to be an issue of spyware... can u download and run SPYBOT, ADAWARE in SAFE MODE
and see what u find out.. also go for FULL SYSTEM AV check with latest updates..

U shud do all this in SAFE MODE

Well, I checked the system with SPYBOT, ADAWARE en PESTPATROL. Besides this I checked the whole system with McAfee.
There where some ad-spyware, but they looks to me quite innocent.
After rebooting I still could't install the patch.

Also I've notice that after rebooting the file VxUpgr.exe is still  appears.

By the way there is enough space (~12 Gb) on the hard disk.

Ok...

Open your Local group Policy (gpedit.msc) and check the value of

Computer configuration > Administrative Templates > Windows Components > Windows Installer > "Prohibit Patching"

Make it disable...

Restart the PC and then try  running patch again...

in case required..
direct registry value : HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer
Value Name: DisablePatch
Value Data Types: REG_DWORD
Description: If this value is set to "1" the Installer does not apply patches. This policy can be used to provide security in environments where patching must be restricted.

Thanks kappes for your response.
However, I still cannot I solve the problem.
I've seen this reference from MS before but haven't tried it yet.
First I've tried the change in Windows policy editor: all of the settings are not configured yet. I changed the value of DisablePatch - reboot pc - thried to install the patch - it does not works.
But (it could give some clue, I was very surpised) I could not change the registry of the installer!! Tried in different parts - it was possible but not in the particular place of registry.
By doing this I've got an error:
Cannot create value. Error writing to the registry.

Some information in addition:

In Win.Installer of registry there are Already some values set:
AllowLockDownMedia=0
AllowLockDownPatch=1
AlwaysInstallElevated=1
DisableBrowse=1
EnableAdminTSRemote=1
LimitSystemRestoreCheckPointing=1
TransformsSecure=1

If I try to edit one of this I'll get something like this:
Cannot edit AlwaysInstallElevated: Error writing the value's new contents.

hmm...
I suspect ... the AllowLockDownPatch=1  value....

can u do this..
login to SAFE mode .. with local admin account and try to change the value..

I closing this issue.

The problem was in the registry. It looks like not correct installation of patch "got stock" in the registry.
I went through all the the registry and remove any reference to the patch. After that the installation of the patch went well.

The tip from Huseyin was not really the answer but it gave me some ideas about corrupt installation.

I really do not know yet why on one computer I could install the patch and on other not.
Actually during the installation I getting the warnig about installed patch before but not in this case, followed by removing it and installation of it again. But not in this case. Why - I could not work it out.
