No idea why, but a workaround would be:
Start menu -> Run -> type: RD /S /Q "%temp%" -> hit [return]
That should remove the %temp% directory and all of its content.

This is what I've been doing: Start.Run>type in: %temp%>enter
selct all,delete.
Also I have done the following
Start>search files and folders
In the named box I type:*.temp,~*.*,*.chk
I have had success the this.
Help with instructions for the first part. (It keep making copies of itself)
