The option your trying is only available for folders included in your user profile. Folders in your user profile include My Documents and its subfolders, Desktop, Start Menu, Cookies, and Favorites.

Right click the folder you want to restrict access to, select "Sharing and security", then select the "Security" tab and make sure yourself and the administrator is in the list. Select yourself and the admin and check the lower window to allow everything to these 2 users. Then again in the top window make sure users is in the list, if not add the users group and then select this group. Now again in the lower window make sure to deny all rights to this user group.
