No. Once I have changed the registry setting to disable SR, this is the point where the System restore tab becomes visible under right-click my computer (so the system restore tab is visible only when system restore is disabled). As soon as I uncheck that box (turn off), so the system restore is theoretically active, the system restore tab disappears and I cannot set restore points. It comes up with error 123 if I try to go into system restore.
I have checked that link from ms and it doesn't help.

Can you succeed with an allternate route:
om/default .aspx?scid =kb;EN- US; 301224
Right click on "My Computer" > select properties > select system "Restore Tab" > make sure "turn off" is unchecked.
