It's weird. The PC's don't hibernate or standby. They just turn off the monitors.
In some rooms the computers actually turn off when the command is recieved... in others they just sit idle - then when you move the mouse they reboot. I am not entirely sure if it is related with the shutdown request though.

Hmm....it sorta makes sense that if the computer is in hibernation mode it wouldn't receive the command to shut down, once you awaken it by moving the mouse, the queued command is received and it then shuts down. I don't know why it would do a restart instead of a shut down however. You may want to use active directory/group policy to make sure that your computers (except for laptops of course) do not go into hibernation and that may help. Best of luck to ya! =)
