I now have two each of all of the authorized users, and want to clean up Documents and Settings. The newer ones are named the same with .NT Authority or .(computer name). I'd like to delete the old, and rename the new, deleting the extensions. Is this possible?

Yep, shouldn't be a problem. Do they have stuff saved under their profiles? If not, easiest thing would be to log on as one user, delete the other user altogether, and let their profile be recreated from the default user profile, which should name it as their username only.
Otherwise, again log on as one user, delete everything from the normal username profile, and assign the user full right to that folder. Right click on My Computer, select Properties, click on the Advanced tab, then User Profiles. Select the one you want, and click on Copy To, and select the correct folder.
NOTE - make sure you log on after a clean restart - if the user who's profile you're moving was logged on before, their NTUSER.DAT will probably still be loaded in the registry, and say its in use. It just saves hassles.

Yes, but you wont be able to delete/view the administrator account.
