How can I run a script when Internet Explorer closes that will delete browsing history/cookies/typedurls? Is it possible to replace these items with a set of data (existing url's / history / cookies)?

If you're looking to securely delete your cookies, history, etc, you could use Archicrypt shredder:

It has options to clean your IE files etc each time IE is used.

I've been using it for a while, and it works well.

The best and the lightest free tool I have found is ccleaner. It plugs into your recycle bin and can be run to work on IE and Firefox - it also alllows cleaning up old unused registry settings and even uninstall apps. You dont have to use those extended functionalities if you dont have to.

After running it on any laptop the first time, you will see a really noticeable diff in your system performance... of course you can remove all browser history / cookies / cache and you can configure what you want to remove and what not to. It is sweet!! :-)
