This file was blocked because it does not have a valid digital signature that verifies its publisher. What is a digital signature?

When I click on OK, the installation is aborted. YES, I have checked every activex settings, i've tried to put IE security level to LOW, and i've checked in my computer - hardware - Driver Signing - and the setting is set to WARN (I even tried to put it to IGNORE so it should pass but no luck).
Any help welcome!!
