I tried to run the recovery console but I get the same error as soon as I hit "R" and the same thing happen when I try to run windows repair.
I connected the hard drive to another good machine but I got the same error, even when I tried to run Winternals Commandor the same error I get.
I took out all of the cards and I disable the L2 Cache in BIOS also I disabled all of extra intgrated hardware, but no Luck.
any advice out there to fix this nightmare problem.

Here is the complete post on everything you want to know about repair, rebuild, etc.
XP REPAIR
Insert the Windows XP CD in your drive. Reboot the computer and press "del" (or F2 or F10, or whatever key combo gets you in) to enter the BIOS setup. Look for the boot order of your drives (usually under Advanced Settings). Change the order so that the CD drive is the first boot device. Save and exit.
As the machine reboots this time it will find a bootable CD and prompt you to press any key to boot from the CD. Press a key. XP setup will now start to load - takes a little time before it requires input from you.
Once setup is ready it will prompt you to press 'R' to enter the recovery console or 'Enter' to continue installing Windows. We don't want the Repair Console here so just press Enter. Setup will then prompt you to accept the EULA by pressing F8. Press F8.
The next screen will show you the partition[s]] available and will inform you that Windows is installed (usually on the C: drive). At this screen you will have an option to press 'R' to repair the current installation. Press 'R' and setup will then take over and do the necessary work.
After you perform an in-place upgrade or repair installation, you must reinstall all updates to Windows.

Note that, from the above articles, the problem of data loss if your Windows XP was installed by the OEM (Original Equipment Manufacturer) has been corrected if your Windows XP has Service Pack 1 installed.

A system repair is not the same as getting into the Recovery Console. To perform an XP repair:

This doesnt sound right at all i would say you have a boot virus or something very bad. If it was just a bad device driver or 3rd party software it wouldnt effect your recovery console or winternals. possibly a corrupt mbr who knows but that is VERY wierd for it to effect these other repair options. Can you see this harddrive when its connected to another system? I mean can u see all the files or what happens when u connect it to the other system?
Have you recently tried to edit your ntoskrnl.exe file by means of changing your boot screen picture? If you're using an older version of BootSkin on SP2 of XP you get this problem. In my case I either fixed it by repairing XP or reformatting it. You may need to backup your data on the other PC and reinstall xp.

Have you 'removed' not 'disabled' all external devices?
Try booting with only Video, Keyboard, and mouse.
If you can, try it with PS2 keyboard and mouse.
Post back when you can.
