'safely remove hardware' tells me to come back later

i often use an external usb hard drive with my laptop. win xp, 1gb ram.
when i'd like to remove it, i'll double click on the proper icon in the tray,
but it will tell me:

the device 'generic volume' cannot be stopped right now. try stopping the device again later.

how much later? can i just pull the usb plug without getting an ok?

i am not using the external hd at this point.
