Well, necessary may be a stretch - depends on if you want invalid items in the registry or not.
It doesn't prevent your system from running - but it may delay program startup, processing time, etc - as it has to validate these invalid entries each time those sections/keys are queried.
I've not heard of RegCure, but like you said, there must be hundreds of these tools out there...Personally, I've only used RegClean...
