After setting up a new computer, I find that when logged in as a user with "limited" status I cannot send/receive email OR access https websites. Accessing standard (insecure) websites is fine.
If I change to a user with Administrator privileges, everything works fine.
What has become locked that prevents limited accounts from using the internet and email services normally?

It sounds like you have a firewall/proxy of some sort running that is limiting access ... as an admin on the system it is bypassing the filter rules.
Are you running a LAN based firewall/proxy? If so, then it could be IP addresss specific, try changing the IP address on the machine and see if this resolves the problem ... if you, then this is a specific block of the IP address somewhere on your network.
Good suggestions... checked all of that out but then remembered that the laptop came with Norton Internet Security installed by default. Tweaked lots of settings with no success, so uninstalled the wretched program and all is now fine!
cj, I'll give you the points anyway, because I think your suggestions would have taken me towards a solution. Got me thinking about what sort of firewall stuff could be interfering with the normal operations of internet access.

i guess the profiles are setup differently.
are you using IE?
launch ie, go to tool, select internet option , click on security and click on default level, then click on advanced tab and select restore default. click ok, close ie, and lauch ie again.
