telnet connection trouble

I would appreciate it if someone can explane this to me. I have XP sp2 home edition that I use to telnet/ term vt100 to a unix server, myschool.server.edu. I connect on this computer. I have another XP sp2 home edition that I use also (at at different location). That computer CANNOT telnet to myschool.server.edu. I get this message ...Could not open a connection to host on port 23: Connect failed. Any ideas?

Check your firewall settings and make sure it allows outgoing connections on port 23.

Did that  (I think). I turned off windows firewall after I created an exception for port 23 using windows security settings and that didn't work. Is there someother way to determine if port 23 is allowing outgoing connections? I used netstat -na to see if port 23 was listening, it wasn't but I didn't have a program running that was using port 23 at the time.
I have McAfee antivirus but I don't have McAfee's firewall.

Can you telnet to anywhere else on the outside using the box that is having the problem? If not I think it would be safe to presume that port 23 is being blocked somewhere. If not locally on your internal network, perhaps somewhere else on the outside between you and your school.

Try connect to a (local) telnet-server. Example: old HP-jetdirect printserver.

Are any of the XP's portable? If you swapped the XP's you could find out if you had a problem with the XP or the connection (router , VPN, ..)

I don't have these on a network so I don't have a printsvr. I can telnet localhost 17 and get the quote of the day, if that helps any. I never tried to telnet localhost 23 because I thought that XP home edition didn't have telnet hosting.

If you place a OK-XP(laptop?) in place of the supposed trouble-XP , you could see if you actually have a 'trouble-connection' rather than a trouble-XP.
Is that possible?

possible, I did change the router to bridge mode so I have to connect to the isp using the computer a little while back. i'll have to get a laptop and try it. I'll find out.

OOPS! not router, I meant modem (dsl). Anyway,  I found the answer. I had to go to the school, (alumni todo), so while I was there, I tried a computer in the computer lab, and when I tried to telnet to the unix server, I got "access denied"! The problem isn't that I can't connect, the problem (theirs) is that I can connect! It seems that someone decided to lock down the server and restrict port access to only secure shells (ssh) and didn't bother to let anyone know. It seems that "they" figured that people would ask when they couldn't gain access to the unix servers. I get in when I use port 22. Now I just have to get a ssh program that is compatable with theirs. So if you don't mind, I'm going to spread the points around, thanks.
