You get a right track, but I still look for a trick. I use Chinese Version but the Kernel is
still a English version (I get information from microsoft). This is why I need to try any possible
way to replace this korea layer (display). However, thank you for confirmation.

If no more answer before Sep 30, 2007, I will suggest this user to buy a English Window XP or
give this machine to others as gift.
On XP Pro, when you install it in english first, then use the MUI pack to add the chinese or other language version, then you can switch between the languages. The problem is that that is only used in big companies. A PC you buy at a normal shop will only have the installed language available.. Sometimes you can choose during the first startup of the PC what language you want, but also then only that language gets installed.

If the korean XP version has been installed, then that's it. No way to change the language.
If he bought the PC from one of the big manufacturers like HP with the OS included, then he might have got the installation media with it. HP usually sell their PC's with more than one languages. Other companies sell their PC's without the media, but also with different languages. When you start such a PC the first time you'll be able to choose which language you want. Once the install is finished, the other languages are removed and then you can create recovery DVD's of the language you have selected during the install only. For such systems it is sometimes possible to order the original recovery media from the manufacturer, and that is usually a lot less expensive than if you buy the english retail version of the OS.
