This is on a Dell System  hal.dll is missing or corrupt

OK I'm for the most part fairly good with out any formal training Ive been able to figure out a lot with asking a few questions this one has me, i cant boot up in safe mode or anything is there any kind of command i can give to make it restore this or do i just need to put in the original disk that came with the system and start from scratch, if so when i insert the disk i assume ill lose all that's on the computer correct? and also will it just begin to reload the operating system?

all i getno matter what i try is windows root\system32\hal.dll is missing or corrupt on this ell system with xp on it.
