Cannot rename a file in Windows with more than 8 characters

I'm having a problem renaming files in Windows XP. I can't seem to be able to use more than 8 characters for a file name. Everytime I do that windows pops up with the message that tells you you can't use blanks or certain characters. I even tried to use "aaaaaaaaaa.htm" and that didn't work. So it's not really looking at certain characters. It's just that the file name will not be accepted if it's longer than 8 characters. I've also ran Windows scandisk and the problem still persists.
