Message on startup: Please go to control panel to install & configure system components

I have a client who is getting a message from Windows when he starts the computer. The message is "Please go to the Control Panel to install and configure system components". He has Roxio 10 Easy Media Creator installed. The problems started after he installed this. He has uninstalled the program but the problem persisted so he reinstalled Roxio. I have gone to the control panel to add/remove system components but nothing worked.
