Disable function keys in Windows

We would like to be able to disable function keys (i.e. F1, F2, etc...) in windows.  We have to lock down the desktop and not allow access to Windows explorer.  We have implemented a group policy that locks everything out.  However, if a keyboard is hooked up you can hit F1 which opens up Windows help.  From there you can get to windows explorer.

Other than that - perhaps someone else can assist in disabling all the function keys.

Does anyone know of a way to do this through Group Policy?
You should be able to write a script to edit the registry and run the script via log on through a GPO, but I have no idea what registry keys will needed to be modified.

http://www.usnetizen.com/fix_capslock.php provides an excellent description of remapping/turning off keys via the registry. Then use your preferred method to import the .reg.
