Unable to acquire network address, whether using static ip address or dhcp

I am unable to accquire an IP address on a Dell D400 running XP using a LAN network connection. It continually tries to accquire an ip address
I know it is not a hardware issue because if I log in as another user it works fine, so there is obviously a problem with the users profile. I am also able to connect fine using a wireless connection.
I have also tried setting an static ip address but it continues to try and acquire an dhcp address
 There is nothing in te event log that appears to point to the issue
I can delete the profile and start again (as Ive undetaken this option previously)but would like to resolve it without doing that if possible.
