Check you registry settings. Be sure to backup your registry settings before you make any changes.
Click on the "Start Menu".
Go to the "Run" menu and type "regedit".
Locate: HKEY_CURRENT_USER\Software
Do you have this key "NoRecycleFiles" and is it set to "1" for enabled?
If so, you will need to delete this key=value pair and your files will go to your recycle bin as usual.
