Users are able to edit the registry but I STRONGLY ADVISE AGAINST IT unless you know what you are doing or someone has given you specific instructions on what to do. Unless you are experiencing problems there is no reason to touch it.
This article provides a more basic treatment, and together with the previous suggestions above should give you a pretty good coverage for Win98>

Is it feasible to use windows registry for security purpose? That is, if I want to install the setup of my product , can I use windows registry to check whether the user has purchased licenced version of my product or not by storing some key in registry? Also suggest me some other means through which I can implement security in my product developed in C#.net 2005.
It will be a very weak form of protection. It is easy to export a registry key to a file, and then to import it to registry on another computer.
You need something more, like testing if the serial number of a hard drive was changed, or something like that. As the system registry does not offer any protection, at all.
