System Performance and Memory Issues

My laptop (Dell Precision M90) has had the following issues lately:

- My desktop loads very slowly
- IE7 windows load very slowly and remain blank, with nothing but "Connecting..."  showing in the blue tabs.
- Outlook 2007 intermittently fails with an error message citing insufficient memory

Typically I am only running Windows Live Hotmail, Outlook and Norton/Symantec Security.

The security software regularly cleans up my temporary files and defrags.
