There are two ways to do this:
In the registry, go to start>run>regedit, then navigate to:
HKEY_CURRENT_USER\Software
EnableBalloonTips=0 A DWORD value of 0 turns off the yellow popup balloon tips.
In Group Policy (start>run>gpedit.msc), then navigate to:
User Configuration -> Administrative Templates -> Start Menu & Taskbar
Double-click "Remove Balloon Tips on Start Menu Items" and choose Enabled.
OK and close GPEDIT.
Restart system and balloon tips should be gone
