file sharing in windows 2003 environment

I have a word document on my Windows 2003 file server that I need to have one user allowed to make changes on. All the other users can view the document. I have the NTFS security for the power user having "modify" rights and the others users only having "read" access. The files open correctly with the power user having full access and non power users only having read access. The problem is when a non power user opens the file first then the power user can only open the file in read only and therefor can't make necessary changes. Is there a way to allow the non power users to open the file and regardless of how many non power users have the file open, when the power users opens the file she will be able to open in with full access.
