Computer on Domain Time off by 1 hour, Weird DST issue

I have 1 PC on my Win2k3 domain that is having issues with the time change that occurred on Sunday. It is 1 hour slow. I have checked that it has all of the current patches installed, the correct time zone and allow dst changes is checked. My other 30 PC's are fine and have no issues with the time change. My dc is set to get time from time.nist.gov. I have tried to resync the clock with the net time /set command and it says that the task is completed successfully, but the time is not changed. I have tried the w32tm /resync command with the same results. I have disabled the local windows time service, which fixes the issue but prevents me from using one of our applications. If I manually change the time, it works for a bit till the next sync with the server. The server has all of the patches installed and the correct time zone.
