Hmmm I see what your saying but we have 2,400 PCs, I suppose it would be possible to create a baseline for several different variations. But different users get different software installed.
Microsoft have some thresholds suggested but these are for NT I cant seem to find anything specific to XP

The reason why there is so much difference in opinion is that it all depends on what is normal for your system. These counters are of limited use unless you create a baseline shortly after installing and then compare subsequent perfomance to the baseline
