For a free non-destructive partition application, try GParted. It is an open-source Linux based solution, available for free at http://sourceforge.net/pro

There is a partition manager built into XP (Diskpart), but it will do its work destructively, i.e., you cannot preserve your data when you shrink the system partition in order to create unallocated space to make a second partition. There are various commercial partition managers out there: Symantec Partion Magic, Acronis Disk Director, for example, that can do what you want, which is to nondestructively create a second partition out of space created by shrinking the system partition. There are also some free utilities (which I have never tried) like GParted.
