If you have free unpartitioned space you can use the XP disk manager My Computer->Manage->Disk Manager, if not then there are some free tools such as

how to create another partition on the system volume - windows xp pro sp2
there is basic NTFS partition on the C: volume ( system) . how can i add 2nd partion on it. it is on Windows XP Pro SP2.

There is a partition manager built into XP (Diskpart), but it will do its work destructively, i.e., you cannot preserve your data when you shrink the system partition in order to create unallocated space to make a second partition. There are various commercial partition managers out there: Symantec Partion Magic, Acronis Disk Director, for example, that can do what you want, which is to nondestructively create a second partition out of space created by shrinking the system partition. There are also some free utilities (which I have never tried) like GParted.
