wmiprvse.exe running 100%

One of my users PCs is constantly showing wmiprsve.exe running @ 100%. I remove it and after a while it reappears. This also may be a problem with the internet connection not working either. To get the internet to work I have to go to repair to be able to open Internet Explorer. I ran different spyware removal to no luck.

Any ideas?
