How to fix a slowing computer: Registry cleaner vs. a Windows reinstallation.

My Compaq Presario laptop has slowed down a lot over the past 3 years since my last reinstall of Windows XP (Home Edition SP-2). I've heard that heavy users like me are supposed to reinstall Windows at least once a year, but I haven't done it because I don't want to have to reinstall all my software. I tried Alohabob's "PC Relocator Ultra Control" in spring 2005 (a year before they got bought out by Microsoft), which was reputed to be the best utility of its kind, but the results were disappointing.

Two questions for the group:
Question 1. I was thinking of downloading the free trial of a registry cleaner, sincen AT&T support technician told me that he swears by it. It's TuneUp Utilities 2008 at www.tune-up.com . I had always hesitated to try registry cleaners in the past, since I've read lost of posts (at EE and elsewhere) saying:
- At best, registry cleaners simply became obsolete when Windows XP was released, since XP has its own registry cleaning mechanism.
- At worst, registry cleaners will "clean" things that should be left alone.
So the question is: What is the real truth on registry cleaneers?

Question 2. Have the technology options for migrating to a new machine (and/or reinstalling Windows on an existing machine without having to reinstall all my software) improved during the past 3 years?
