XP Computer Management Components Missing, CDROM Drive Works Intermittently

Hello EE!
HW/SW: Dell Latitude 505 Laptop. Windows XP Professional SP2.

Overview:
After some testing, found the laptop HDD was failing. I ran a repair on the drive, and copied the image to a new drive. (Reason was I did not have access to restore CD's for this model, and time is a factor)

The bad HDD must have been a source of the following problems, but I can not reimage the drive, so I would like some ideas on how to possibly fix the following.

Problem #1:
CD-Rom's work intermittently. When cd inserted, drive spins up, but Windows can not see CD as inserted. **If I open My Computer > right-click on drive > "Eject" > reinsert CD, then CD is found!!  Strange...

Problem #2:
Computer Management is missing most of its components. i.e. Nothing is listed under "System Tools" and "Storage" - and only "Indexing Service" is listed under "Services and Applications."

Probelm #3:
Any adjustments to MSCONFIG return the errors: "An Access Denied error was returned while attempting to change a service." - also "A error occured while attempting to change a service."

I know these problems likely came from bad sectors and registry corruption - but as I mentioned, I can not reinstall Windows.

I have already run many tools & utilities, including SFC /scannow, CHKDSK /R - but please suggest away!
